A purpose of education is the preparation of students for effective citizenship. The Board of Education recognizes that such preparation includes a knowledge of our heritage and of the rights, privileges, and responsibilities each citizen enjoys. The Board further recognizes that such preparation must frequently include the study of issues which are controversial.
The study of any controversial issue should be at a level appropriate to the student’s readiness. Such study shall be balanced and under competent instructors and in an atmosphere where the student may express beliefs and form opinions without fear of jeopardizing his/her standing with the school. Balanced instructional material pertinent to controversial issues and appropriate to the level of the student should be accessible to the student in order to examine all sides of an issue.
