No student shall, on the basis of physical or mental abilities, aptitude, race, sex, creed, or national origin, be excluded from the opportunity to participate in, be arbitrarily denied the benefits of, or be subjected to discrimination under any educational program or activity of the Fonda-Fultonville Central School District.

The responsibility for creating and maintaining programs of equal educational opportunity for all students rests primarily with the staff, but is shared in part by the student body and general community. To ensure equal opportunity, positive programs designed to meet the individual needs of each student shall be cooperatively developed and maintained by the district. In those circumstances where individual needs are more adequately and realistically met outside the district, the services of the Board of Cooperative Educational Services, special schools, or other agencies may be utilized.
